Committee backs bill clarifying Utah Transit Authority roles, strengthens local advisory council

Senate Bill 174, presented to the Senate Transportation, Public Utilities, Energy & Technology Committee by Senator Harper, received a unanimous favorable recommendation to the full Senate after discussion and public comment.
Harper said the bill builds on UTA governance changes made in 2017 and 2019, shifting some day-to-day operational duties from the trustees to the executive director and clarifying responsibilities among trustees, the executive director and the local advisory council. Harper said the measure strengthens the local advisory council’s role in reviewing routes, ridership, fares and long-term strategic planning.
Committee members asked whether the bill eliminated positions; Harper answered it is a reporting change rather than a reduction of staff. Senator Kwan asked whether safety and security language had been removed; Harper said that language was relocated elsewhere in the bill.
Public comment included Carlton Christensen, chair of the Board of Trustees for the Utah Transit Authority, who said UTA appreciates the sponsor’s work and that clarifying language is helpful following the reorganization. Jay Fox, executive director of UTA, said the agency’s administrative leadership supports the bill and that the measure clarifies day-to-day responsibilities. Miranda Jones Cox, government affairs manager at the Wasatch Front Regional Council, said the council supports the bill and that it reinforces partnership between UDOT and UTA on transit capital projects.
Senator Kwan moved that the committee favorably recommend SB 174 to the full Senate; the motion passed by unanimous voice vote. The committee did not record individual roll-call tallies in the transcript.
