“Utah was a leader in mobile driver licenses,” Fillmore said, noting the program historically cost the state little and charged users about $2 per year. The senator said much of the requested funding would pay contractor labor to implement interoperability updates with private‑sector platforms and evolving standards so MDLs can be accepted for banking and other online verification uses.
Fillmore confirmed the state’s implementation uses Get Mobile ID, and committee members noted privacy features such as preventing screenshots and limiting visible data. The senator said most capital would pay for labor to integrate existing MDL technology with online verification processes.
