Planning staff told the Town Council workshop they will place a second‑reading ordinance on the council agenda to require a 20‑foot landscape buffer within planned residential developments (PRDs) where the PRD abuts in‑town R‑1 properties or RM‑zoned parcels in Rutherford County.
Kevin (planning staff) said the December 24 council meeting adopted various PRD requirement changes and this text amendment codifies a specific buffer location where PRDs abut lower‑density adjacent properties. He said the amendment does not prescribe exact plant species, spacing, caliper or maintenance, deliberately allowing preservation of existing heavy tree lines where appropriate.
The planning commission recommended approval. Councilmembers asked whether planning review would address tree selection, spacing and maintenance; staff said such details would be handled during the PRD review process. The ordinance is at second reading and will be placed on the formal council agenda for final action.
