Town staff to put traffic‑signal upgrade with S & W on council agenda after developer funds the work

Town staff told the Smyrna Town Council workshop they will place an item on the council agenda authorizing the mayor to execute a contract with S & W to upgrade traffic signals at Poplarwood and Seminary, work funded by a nearby development.
Tom (staff member) said the developer for a gas station at the Amaville/Poplarwood intersection was required by the planning commission to pay to upgrade two traffic signals. He said the developer provided funds to the town, the town bid the work as part of the ITS (Intelligent Transportation System) phase 3–5 project, and S & W was the lowest responsive bidder.
Tom said the contract amount is “less than what the developer did pay us,” and staff will determine how to return or reallocate any surplus funds. Councilmembers asked whether the new equipment will tie into the town’s fiber network; Tom said that once ITS phases 3, 4 and 5 are complete the signals will be tied into the system and monitored from town hall.
Staff estimated ITS phases 3–5 completion was delayed by Tennessee Department of Transportation work and pole replacements by Middle Tennessee Electric; Tom said the town is targeting completion near the end of April. The workshop discussion did not record a formal vote; staff indicated the item will be on the February council meeting agenda for formal authorization.
