Appropriators add technical language to allow use of human-services caseload reserve for childcare assistance

The House Appropriations Committee agreed Jan. 31 to include clarified language authorizing the secretary of administration to unreserve and transfer amounts from the human services caseload reserve to support the Child Care Financial Assistance Program (CCFAP). Committee members described the edit as a technical clarification that does not move cash immediately but makes the entitlement and process explicit.
Brady said he would amend the language on line 16 to command that the secretary "shall unreserve and transfer," matching the order of operations officials expect. Committee members emphasized that this was the first time a childcare special fund had been treated this way in the language and that the edit was meant to preserve the strong entitlement for childcare support.
Members reiterated that no cash was being moved in the present action; the language instead authorizes the use of the caseload reserve if needed and clarifies the administrative process. The committee approved the wording for inclusion in the budget-adjustment package.
