Human Relations Commission hears county employee urge action on comprehensive plan, agrees to forward applicant and expand outreach

The Jefferson County Human Relations Commission heard public comment Jan. 30 urging the commission to take a more active role in implementing recommendations from the county's comprehensive plan and approved administrative steps including forwarding an application for a new commission member to the county commissioners.

Brian Amick, who identified himself as a county employee who works for the Jefferson County commissioners, told the commission that a consultant-led comprehensive plan adopted around 2020 produced “about 73 or 74 items” the community identified as ways to improve the county. He said many of those recommendations have not been acted on and asked the commission to help identify which items fall within its purview and to track progress when those items are addressed.

The request led commissioners to discuss practical next steps: reaching out to partners such as Bethany Legacy and the Jefferson County Health Department to map existing efforts, coordinating with local groups already working on topics in the plan, and using commission meetings to monitor progress rather than leaving the list dormant. “We can definitely help create our own connections to solidify motion and momentum,” said a commission member during the discussion.

Commission members also described current and planned outreach: several commissioners plan to attend a Feb. 8 health fair at Hunter Hall from 8 a.m. to 11 a.m. to distribute information and recruit new members; the commission will share a Black History Month events flyer and the health fair flyer with county staff for posting on the county calendar and the commission website; and members will continue recruiting applicants through social media and community outreach.

The commission discussed a county-convened assessment of mental-health facility needs. A commissioner said the county is working with a provider — referred to in the meeting as LifeSprint — to complete an assessment and that LifeSprint recently opened a facility in Jasper, Indiana. Commissioners said they would follow up with public-health partners after that assessment to learn what services might be needed locally and whether the commission can play a supporting role.

The commission also requested updates on the Chelsea Flatlands (referred to in the meeting as wetlands/flatlands). Commissioner Dave reported he had been put in contact with Alan Abbott and that Abbott intends to report back after a meeting with The Nature Conservancy; commissioners listed follow-up with that conservancy as an action item.

On recruitment and membership, the commission agreed to forward the application of Gigi Christie to the county commissioners for their consideration. Commissioners discussed next steps for applicants and noted the commission has a process to submit recommended candidates to the commissioners for appointment review.

The commission made two procedural motions during the meeting: one to approve minutes from an earlier January meeting, which was seconded and approved, and a second motion to forward the candidate application to the county commissioners, which was moved, seconded and verbally supported by members present.
