Rep. Kay Christofferson says appropriations subcommittee is testing budget cuts as session continues

Representative Kay Christofferson, who represents District 53 (Lehi and American Fork), said the Utah Legislature's Appropriations Subcommittee is in the second week of the legislative session and is reviewing base budgets and presentations on higher-education and state buildings.

Christofferson said the appropriations process typically lasts “about 5 weeks” and that the subcommittee is working to settle a base budget before making adjustments. “We’re trying to cut some of the budgets a little bit to force the agencies to say, we want to prioritize, we want to get the right programs in, we want to take out programs that maybe aren’t as effective,” she said.

The subcommittee has been hearing presentations on higher-education buildings and other state facilities, Christofferson said, as staff and legislators prepare preliminary spending plans. She described the current work as intensive and emphasized that some cuts being considered are intended as a testing mechanism; programs trimmed in early drafts could be restored later if agencies demonstrate priority and effectiveness.

Christofferson thanked members of the public and stakeholders for input and support, saying that community involvement “helps us to make better decisions.” She did not specify any formal motions, votes, or dollar amounts during the remarks on the record.

The appropriations process will continue through the session with additional adjustments and final decisions to be made later in the legislative calendar.
