Danny Yates, Carroll County public works, asked the Board to approve release of a request for qualifications (RFQ) for design services for a new solid waste transfer station building, following a roof collapse at the existing building on Jan. 10. Yates said the RFQ would run 30 days, include a mandatory on‑site meeting (Feb. 18) so proposers see site constraints, and require coordination with county staff and preliminary civil work already performed. He said the county intends to size the replacement to meet long‑term needs and described an early planning target of roughly 20,000–25,000 square feet, depending on property constraints, to avoid returning for additions in 10–15 years.
Commissioners emphasized the need to plan for future growth and episodic service surges (holidays, equipment downtime) and urged a pragmatic building design. One commissioner urged a functional metal building with concrete internal walls rather than an elaborate facility; Yates said he intended to maximize the available site for long‑term capacity and would not rush the RFQ timeline.
Commissioners indicated agreement to put the RFQ release on the consent agenda for Tuesday's regular meeting.
