Alicia Searcy, Carroll County finance director, presented mid‑year financials at the January 30 work session and said the county had collected $55,758,703 in revenue through Dec. 31, 2024, compared with about $53 million a year earlier. She reported year‑to‑date expenses of about $38.13 million and said revenue collection as a percentage of budget stood at about 69.77 percent, slightly below the prior year's pace.
Searcy said capital and special project charges were active in several areas, including $716,509 in administration building work, charges to the Villa Rica station for concrete, and a $574,681 purchase of a new pumper fire truck. She also summarized splash (local option sales) fund activity, interest income and payments to cities for their share of collections.
County staff presented the first budget amendment for 2025. The amendment covers adjustments for compensated balances after the county changed its paid time off structure, includes funding related to the school resource officer allocations approved in late 2024, and adds grant funding for a Veterans Treatment Court. The Veterans Treatment Court grant proposal includes converting one part‑time position to full‑time; the county's presenter confirmed the grant is reimbursable.
Commissioners asked that the amendment be placed on the consent agenda for Tuesday night's formal meeting. No formal vote was recorded in the work session discussion; staff requested placement on consent and commissioners indicated agreement to do so.
Searcy and commissioners also discussed one‑time capital lease paydowns recorded in the general fund debt service line (an extra payment made at the start of the fiscal year) and confirmed the county applied savings from prior equipment buys to a recommended repair at Station 12 (see separate item).
