City reports November finances, rising EMS delays and IT changes; public works details storm response

City staff presented departmental reports Jan. 14 that included financial results for November 2024, an update on emergency medical services (EMS) response times and a summary of public-works storm response efforts.
City Administrator Paine Fuller highlighted delayed EMS response times in November and year-to-date: "November, there was only five times that our guys and the patients had to wait over 30 minutes for an EMS unit to arrive. But year to date, we've got 40 greater than 30 minutes and 24 greater than 40 minutes," he said, calling the figures unacceptable and urging staff attention.
The finance team reported November 2024 year-to-date cash balance of $9,424,000 and year-to-date revenue of $5,303,000. Total year-to-date expenditures stood at $17,638,000, leaving the city about 6% under budget as of November 2024. The hospitality fund reported a cash balance of $1,894,000 and year-to-date revenue of $1,615,000; stormwater fund cash balance was $2,669,000 with year-to-date expenditures of $614,000.
Public services staff summarized labor and material use in response to the recent winter storm: crews logged 788 labor hours, applied more than 4 tons of granular ice melt and used 78 hundred (7,800) gallons of liquid brine across roughly 416 lane miles; sand and salt were applied to 471 lane miles and crews plowed 59 lane miles.
IT staff said an audio/visual equipment issue prevented live streaming of that night's meeting; the meeting was recorded and will be posted to the city YouTube channel. Staff also announced that the city's domain will change from cityofgreer.org to cityofgreersc.gov effective Feb. 1, a move officials described as part of a transparency and security update.
Council members asked for follow-up on EMS response causes and for a more detailed analysis of hospitality revenue growth versus inflation; staff offered to provide a more nuanced breakdown at a future meeting.
