Lincoln Park awards Hennessey Engineering and environmental review contract for CDBG-DR sewer lining projects

The Lincoln Park Mayor and City Council voted to award engineering and environmental-review contracts for two sanitary sewer lining projects funded by the Michigan Economic Development Corporation's Community Development Block Grant Disaster Recovery (CDBG-DR) program.
The MEDC awarded Project 1 (Doctor 223015 INF) $1,513,706 and Project 2 (Doctor 223060 INF) $1,233,488, for a combined grant total of $2,747,194. The council approved awarding Hennessey Engineering up to $361,000 for engineering services and grant administration covering both projects. Council also approved a separate environmental-review services award to Environmental Consulting Solutions for $13,800.
Staff said Hennessey Engineering was recommended based on prior flow-modeling work and qualifications; the state concurred because the firm's fees and approach met grant requirements. The engineering fee covers design and grant administration for the sewer lining scope, which is fully grant-funded. Staff said the smaller environmental consulting contract was selected after competitive quotes and recommended because of cost and responsiveness; the state also concurred.
Both motions passed on roll-call votes. Councilmembers had no substantive objections on the floor; staff noted the grants stem from prior flooding tied to an emergency declaration and that the awards will allow the city to proceed with lining work under the CDBG-DR program.
