Council approves consent agenda, DUA articles, Zamboni‑door contract and appointments; used‑car license deferred

DUA articles of incorporation amended (resolution approved)
The council approved a resolution adopting second amended articles of incorporation for the Downriver Utility Wastewater Authority (DUA). The changes the council approved will allow the DUA to (per the resolution text) change its fiscal year to June 30, update an address, clarify alternate commissioner notice, define nonpayment default at 90 days resulting in loss of voting, adjust supermajority definitions, raise the supermajority threshold for capital expenditures from $500,000 to $800,000 and insert a mechanism to adjust voting percentages annually to reflect sewer use. The resolution directs the city’s administrative officials to execute the amended articles. Motion moved and seconded; roll call recorded as unanimous yes.
Zamboni‑room garage door: bid awarded to Allied Building Services
The council awarded a contract for removal and replacement of the interior Zamboni‑room garage door at the community center ice arena to Allied Building Services for a cost “not to exceed $10,666,” with funds to come from account number 410‑001‑983‑000. The parks and recreation director explained Allied was the only bid meeting specifications and presented options that included an electric opener. Councilmembers asked about warranty coverage and emergency manual override; staff said the door includes a warranty and the exterior door has an emergency pull chain for manual operation during power outages. Motion passed by roll call (unanimous yes).
Commission appointments
- Michael Higgins was appointed to the Community Improvement Commission for a term to expire May 1, 2027. Motion moved, supported and approved by roll call (yes votes recorded). - Jacob Jason Nichols was appointed to Parks and Recreation to fill an unexpired term to expire May 1, 2027. Motion moved, supported and approved by roll call (yes votes recorded).
Used auto‑dealer/parts license deferred
The council received an application for a new Class B used‑vehicle dealer license and Class C used‑auto‑parts license for 4 by 4 Auto Center LLC at 1027 Southfield Road. Several councilmembers said they had not received planning or background information and expressed concern about adding another used‑vehicle/parts operation to the city. Councilmembers moved to pull the item for further information and to return it at the next meeting; the item was postponed for additional review.
