Midland library board plans for parking impacts from Dow Gardens welcome center construction

At its Jan. 15 meeting, the Grace Adal Memorial Library board heard that construction of a new Dow Gardens welcome center will reduce nearby parking and could affect library programs and events through 2026.

Miriam, Library Director, told the board Dow Gardens “broke ground on this facility this fall” and that construction work around drainage, utilities and a construction fence at the Dale Gardens entrance is already limiting parking near the library. “We’re looking at how do we minimize impact to patrons and, community residents that are using that area,” Miriam said, adding staff and partner organizations are discussing options such as holding programs off‑site or changing event times to reduce strain on parking.

Why it matters: the reduced parking is expected to overlap with the library’s regular programming calendar; the director said Dow Gardens’ work could extend “into the 2026 calendar year.” Library staff and Discovery Square partners planned a follow‑up meeting with city planning the day after the board meeting to firm up timelines and mitigation steps.

Board members were not presented with a finalized mitigation plan at the meeting. Miriam said the library is trying to remain “good neighbors” to Dow Gardens while minimizing disruption for patrons and program participants. She described early coordination with Discovery Square partners and city planning but did not state any specific, board‑approved changes to library programming or operations.

The board will revisit effects on programs and parking as staff report back after meetings with city planning and partners.
