Committee approves inspection contract amendment for Barbara Woods; staff updates mitigation-credit procurement

The Public Works Utilities Committee on an affirmative voice vote approved Amendment 8 to the professional services contract with WK Dixon to add construction engineering and inspection services for the Barbara Woods project.
The amendment authorizes $398,050 for construction engineering and inspection services to follow a construction contract the City Council previously awarded, the chair said. The council-approved low bid construction contract for the project was described in committee as "just over 5,800,000." Tony Fountain, a city staff member who presented the item, said the amendment will fund construction oversight now that a contractor is on board.
The approval matters because construction engineering and inspection (CEI) work documents that the contractor builds the project to contract specifications and is required before the city issues final acceptance. Fountain said the contract amendment was moved and seconded in committee and carried by voice vote.
In the same agenda packet, Fountain told the committee the project received an individual permit from the United States Army Corps of Engineers. That permit determines the number of wetland and stream mitigation credits the project must purchase, Fountain said. He told the committee the city is finalizing quotes for mitigation credits; "the quotes we've been getting have been ranging between about the high end of the 500s up to about 900, depending on availability," Fountain said. He added the purchase will be made within the project budget and is being finalized with the city's legal department. Fountain said the mitigation-credit purchase will likely return to City Council before it returns to the Public Works Utilities Committee.
Committee members asked no substantive questions during the CEI approval. Fountain said the city expects to complete the mitigation-credit procurement process through internal review and legal sign-off before presenting a final contract in council.
The committee's action advances the Barbara Woods construction schedule by adding CEI services now that the construction contract is in place. The mitigation-credit update was provided for committee awareness and no formal action was requested on that item.
