During the county’s Jan. 14 study session the Board approved and signed a select‑source waiver that allows collaborative‑management program funds to be provided to Advocates for Children (Family Tree) to administer an expanded program for families.
Human Services Director Dan McDuffie and program staff explained the request: the county serves as the fiscal agent for the Colorado Department of Human Services collaborative‑management grant but the local program has designated Advocates for Children (Family Tree) as the program lead and service coordinator. As the program matured, it received an increase of $351,047 for service delivery. County staff asked the board to sign a Select Source waiver to permit the increased funds to be allocated to Advocates for Children, which will operate the program and coordinate services while the county remains the fiscal agent.
Commissioners gave informal support, and the chair signed the waiver documents during the session. Staff noted the county remains responsible as fiscal agent and will continue monitoring service delivery and reporting requirements to the state. No public opposition or alternate bids were discussed.
