Committee approves reserved-parking fine measure with amendments to aid safe routes funding

The Senate committee voted to advance Senate Bill 1009 after testimony from the Disability and Communication Access Board (DCAB) and other witnesses supporting stronger deterrents against illegally occupying reserved accessible parking stalls.
Kirby Shaw, executive director of DCAB, testified in support and said the board stands behind the bill's intent. Department of Accounting and General Services (DAGS) representatives raised questions about where any additional fine revenue should be deposited; DAGS suggested deposit into a parking special fund. Committee discussion acknowledged the existing fine structure that currently deposits funds into the state parking revolving fund and adopted an approach that the newly proposed fine's revenues be directed to a safe routes-to-school special fund to support sidewalks and crossings that improve accessibility.
The committee adopted DCAB's recommendation to change the measure's title to "state reserved parking space fine" throughout and clarified the funding destination for the new penalty. The committee voted to pass SB 1009 with those amendments and to send it to Ways and Means and Judiciary for further consideration.
