Committee on Youth Affairs adopts operating rules and appoints staff

Ward 5 Council member Zachary Parker, chair of the Committee on Youth Affairs, called the committee to order at 1:06 p.m. Jan. 27, 2025, in room 123 of the John A. Wilson Building and said the committee had reached a quorum consisting of himself, Council member Pinto and Council member McDuffie.
The committee unanimously approved a resolution adopting the committee's rules of organization and procedure for Council Period 26. "Hearing none, I will move to approve the rules of organization and procedure for the Committee on Youth Affairs, Council period 26, resolution of 2025," Parker said; after members responded "aye," he declared the measure approved. The rules resolution had been circulated to committee members on Jan. 23.
The committee also voted to approve a staff-appointment resolution that, pursuant to the newly adopted rules, names Thomas Franco as committee director and Joseph Dweck as legislative counsel. Parker introduced the appointments and, after a brief opportunity for comment, the committee approved the measure by voice vote. "Congratulations to your staff on these appointments. I also wanna congratulate you on chairing this committee," Council member Pinto said during the meeting. Council member McDuffie added that he looked forward to working under Parker's chairmanship on issues that intersect with economic opportunity for young people.
Parker said the committee will hold its first oversight hearing on Wednesday with the Office of African Affairs. He noted the Office of African American Affairs had been listed for the hearing but requested that its appearance be rescheduled. With that business concluded, Parker adjourned the organizational meeting at about 1:11 p.m.
