Westland Beach pier nears completion; Landing Owners Association requests more input on phase 2

Public commenter Eddie Brewer, representing The Landing Owners Association at Whitestone/Windmill Point, told the board the association has partnered with the county on Westland Beach improvements and asked for more involvement in phase 2 design and planning, saying the association expects to help manage the facility after county completion.
County parks staff reported progress on Westland Beach and other projects. Construction photos and an on-site update showed deck boards largely in place on the fishing pier, crews finishing rails and decking work, and natural sand beginning to accrete behind the newly installed breakwaters.
Phase 1 and Phase 2 status Parks staff said remaining phase 1 work includes final pier decking and railing, channel markers, channel dredging, dredge-material preparation, beach nourishment, and beach revegetation. Phase 2—the parking lot and comfort station—went to bid with a pre-bid meeting attended by 13 contractors; bid opening is scheduled for Feb. 13 and award is expected at the board's February meeting.
Other parks updates Staff reported draft plans for Taylor Creek Park (road, shoreline and boardwalk) with a targeted May 2025 bid and June 2026 award; Carter Cove engineering is about 70% complete; the county received $9,200 from the Chesapeake Bay Trust Oyster Innovation Fund for oyster spat; a Chesapeake Trail project is cleared for NEPA review; and portions of the Bridal Trail remain under construction and planning.
Landing Owners Association concerns Brewer asked the county to be "more open and transparent with The Landing community on phase 2," saying the last time owners could provide input was Aug. 22. Parks staff responded that the county will meet with the association and keep them informed.
Ending: Parks staff said they will proceed with the bid process and coordinate with local stakeholders; the county will update the board after the Feb. 13 bid opening and the anticipated award the following month.
