West Miami planning board defers parking-variance request for Joel Investments Corp.

The City of West Miami Planning and Zoning Board on Jan. 29 voted to defer for 30 days a variance application from Joel Investments Corp. that would allow repaving and 14 parking spaces at 5830 Southwest H Street where existing records show a longstanding, nonconforming layout.
Board staff said the parcel measures about 13,330 square feet and contains four retail spaces in front and six apartment units in the rear, with parking history dating back decades. Katiana Flates, speaking for Joel Investments Corp., said rebuilding the lot to comply with a higher parking standard would require demolition and reconstruction. "This property has been around for many decades ... to request there to be more than the 14 spaces would require pretty much for it to be destroyed and start from the beginning," Flates said.
A city staff member told the board staff had found older variance requests from the 1980s or early 1990s but no contemporary evidence that the current layout had been formally approved. Staff recommended a 30-day deferral to consult a recently hired zoning consultant and produce recommendations for a possible solution. The board voted to defer the item so staff and the applicant could get additional input.
The deferral does not grant or deny a variance; it postpones final action until the next meeting so staff can present the zoning consultant's findings. No formal vote on a variance was recorded at the Jan. 29 meeting.
