At the Jan. 6 meeting, city staff briefed the Board of Public Works on a proposed Outagamie County administrative-rule update that would change local cost-sharing for county trunk highway improvements.
Staff said the most significant change in the county proposal is to require municipalities to share 50% of right-of-way acquisition costs for certain projects, particularly where new sidewalks or bike lanes require additional land. “For some municipalities, they’re looking at quite an increase in cost in their construction project due to some of these projects involving pedestrian walkways and biking lanes,” a staff presenter said.
Public works staff told the board they do not expect the proposed change to materially affect New London’s upcoming Mill Street and Beacon projects because those projects likely will not require right-of-way acquisition. The board also discussed that a county-funded highway project (Highway T/Mill Street) is targeted for construction in 2027, with the county handling most roadway work and the city sharing a portion of the construction cost under standard cost-share rules.
No formal action was taken; staff said they would monitor the county rulemaking and report back if it would change project cost estimates or schedules.
