Johnson County Park and Recreation seeks special permit to continue sports-field lighting at Heritage Park

County planning staff told the Board of County Commissioners on Jan. 30 that the Johnson County Park and Recreation District has applied for a special permit to allow continued use of existing sports-field lighting on four football fields at Heritage Park.
Why it matters: The current lighting has operated under a conditional use permit for 30 years. The park district told planning staff it is undertaking a master plan that could propose future changes to lighting; any such changes would require separate review.
Planning summary: Planner Diane Wicklund said the special permit would replace the expiring conditional use permit and, unlike a CUP, would have no term and would not expire. "The requested special permit, if approved, will replace that conditional use permit and it will not have a term, and will not expire unlike the, the CUP," Wicklund said. Staff and the zoning board recommended approval and there were no public speakers at the zoning-board hearing.
Board action: Commissioners discussed whether the item should be placed on the consent agenda; staff said the proposal meets criteria for consent and the BOCC agreed to place the item on the consent agenda for next week's meeting.
Ending: The BOCC will consider the special permit for placement on the consent agenda at the upcoming action meeting and planners noted that any future lighting changes would require a separate application and public review.
