The Boston City Council Committee on Strong Women, Families, and Communities on Jan. 30 received an overview of an Age Strong Commission proposal to accept and expend $150,000 into a universal fund for small donations to support senior-center programming.
An Age Strong staff member identified in the record as Emily said the universal fund is intended to hold one-off donations under $10,000 so the commission does not have to seek committee approval for each small gift. “Anything that's under $10,000 that's like a kind of one-off type of a donation, we can put into this universal fund and not have to come before you for an accept and expend each time,” Emily said.
Miles Garrity, Senior Director of Finance Administration for the commission, told the committee the $150,000 figure is based on historical donation levels for sponsorships and similar contributions and that the commission will return annually to reassess the cap. Garrity explained accounting controls allow the commission to create subclasses within the universal account so funds donated for a specific site (for example, the Veronica B. Smith Senior Center) can be tracked and reserved for that site’s use; undesignated small donations are available for broader programming across the commission’s sites.
The committee also noted a separate small donation — fitness equipment valued at $12,599 for the BCYF Rossendale Center (docket 0121) — was removed from the committee’s agenda because it had already been accepted and was passed unanimously at an earlier action, according to the meeting record.
Committee members said they are comfortable with the approach and asked staff to return each year with updated numbers and any refinements to partnership and sponsorship procedures. No formal committee vote on docket 0111 was recorded during the hearing.
