Joe, a BGS presenter, said planning-level estimates put the total project cost at roughly $34 million; he reported $3,025,000 is appropriated to date (including $525,000 in bonded dollars in FY23 and $2.5 million in cash in FY24–FY25) and that a $2 million FY27 request for HVAC steam-line work was in the program. Staff said the project will likely be phased and executed two floors at a time to maintain building operations and public access while construction proceeds.
Key technical elements discussed included replacement of vertical electrical distribution from the transformer to switchgear, new chillers and HVAC equipment (with consideration of rooftop or penthouse placement to avoid basement flood risk), updated ceilings and conversion to LED lighting, a modern fire alarm and a complete sprinkler system. BGS staff also noted basement functions—DMV warehousing and other operations—will factor into sequencing and temporary relocation needs during construction.
BGS said design procurement is underway and that the $3,025,000 in planning funds will be used for design and early construction-manager contracts; staff said long-lead items and temporary fit-ups could require early contracting. The committee did not take a formal vote but was briefed on timing and next steps; staff said further appropriations will be required in later fiscal years to complete phased construction.
