BGS proposes $200,000 for initial design of firing range upgrades; safety and training changes inform scope

The Collections and Institutions Committee reviewed a proposed design and permitting request to upgrade a municipal/state academy firing range. BGS staff said the range has been repeatedly rebuilt and the new work would address air-quality concerns, weather exposure and range configuration to match modern training needs.
Joe, a BGS presenter, said the design would study a roof over the range to keep snow and ice out and reduce winter hazards for personnel who advance downrange while training. He also said the plan could include a small addition to allow longer-range training beyond the existing handgun distances. "This $200,000 here is just to start that whole design process, possibly permitting," Joe said.
Rosemary Rich, a committee member, told the committee the $200,000 request is currently proposed for FY27 as a startup investment and that the amount could change during the biennium budget process. Staff explained the project's full cost is uncertain because programming and new training needs are still being finalized; one staff speaker estimated planning-level buildout could be $2.5 million or more.
The committee did not vote on the request at the meeting; staff said the item is identified as a planning-stage project and may be adjusted in the mid-biennium review or subsequent budget cycles.
