Michelle Berry, staff project lead, summarized the plan’s structure: a corridor framework, three catalytic sites and an implementation matrix covering 72 actionable strategies across 12 goals grouped under mobility, quality of place and economic vitality. The plan maps future land‑use concepts, identifies priority mobility and safety improvements and outlines short‑, medium‑ and long‑term timeframes for implementation. Staff noted adjustments made since the Planning & Zoning Commission review, including lengthening short‑ and medium‑term windows (short term defined as 0–5 years) and combining or removing redundant strategies.
The planning staff said the Planning & Zoning Commission recommended the plan and that department directors reviewed the implementation approach. Councilmember Brandon Jones was singled out by staff for initiating earlier efforts that led to the corridor plan. After a brief public‑hearing period with no in‑room public comment, a council member moved to close the hearing and moved adoption. The council vote on adoption was 6–0 in favor.
Staff said the plan includes prioritized items that the corridor review committee and P&Z identified as immediate actions; these are bolded in the implementation matrix. Implementation steps include forming a cross‑departmental team to begin delivering items in the matrix.
The plan directs staff to pursue the described mobility projects, catalytic site concepts and policy actions; staff will return to council with implementation steps and associated funding proposals as work progresses.
