The Brevard County Board of County Commissioners on Jan. 28 approved $805,000 in funding for previously submitted events recommended by the Tourist Development Council and adopted a hybrid option allowing event applicants to choose between county marketing support or direct reimbursement for allowable expenses.
On the first item, commissioners voted 5-0 to authorize the $805,000 in awards for events that had applied in good faith and had already incurred or committed expenses. Commissioners said the approvals were intended to honor prior application windows and to support community tourism partners.
On a second question about an additional $100,000 for smaller events, the board split. After discussion about whether the funds should be held for ocean-rescue/lifeguard needs, or distributed among small events, the commission voted 3-2 to leave the $100,000 in the Tourist Development Council (TDC) fund for later consideration rather than immediately appropriating it to events or lifeguards.
Finally, the board approved a hybrid option — letting applicants choose either marketing support from the county's tourism office or direct reimbursement for allowable event costs — on a 5-0 vote.
Why it matters: The county uses tourist development tax revenue to promote visitation and support local events. Community groups and event organizers urged the board to reimburse events that incurred expenses expecting county support. Commissioners balanced that request against competing priorities and a later discussion about possible ocean-rescue staffing needs.
Details from the meeting: Tourism staff and community speakers described events that generate substantial media impressions and business for downtown Cocoa Beach and other areas. Surfing Santas organizers and business owners urged restoration of the previous reimbursement structure because they said the county marketing office can create wider exposure than small organizations can achieve alone.
Commissioner Atkinson moved to approve the $805,000 for prior-approved events and to adopt the hybrid reimbursement/marketing option; those motions passed unanimously. Commissioners deliberated separately on a proposed $100,000 for smaller events. Some commissioners favored reserving the money to address ocean-rescue/lifeguard discussions later in the year; others preferred immediately distributing it to small events. The board ultimately left the $100,000 in the TDC fund for later action, by a 3-2 vote.
Next steps: Staff will implement the approved awards, notify applicants of the marketing-or-reimbursement option, and retain the $100,000 in the TDC fund for future allocation or city/board discussions about ocean rescue.
