The Carroll County Board of County Commissioners on Jan. 30 approved three procurement requests: purchase of a LifePak 35 cardiac monitor/defibrillator and accessories from Stryker Medical for $53,706.40; an encumbrance of $76,122 to Johnson Controls for energy-management/control services at Carroll Community College for the remainder of FY25; and purchase and installation of furniture for the Department of Public Safety office at Library Headquarters from Duron Incorporated for $47,496.96.
Procurement staff said the LifePak purchase will be partially reimbursed by a state cardiac devices grant with the county paying the local share already included in the FY25 budget. Facilities staff described a long-term relationship with Johnson Controls to maintain large-scale HVAC and controls equipment at the college; the encumbrance covers preventive and emergency controls services. The furniture purchase will consolidate Department of Public Safety staff into a single location and includes partitions, desks, a conference table, chairs and installation.
All three purchases were approved in motions that passed without recorded opposition. Commissioners asked questions about user needs and installation logistics; facilities and department staff confirmed the procurements align with budgeted plans and operational needs.
