Committee sends Senate Bill 19 to the floor to let military spouses and short‑term generals keep URS employer contributions

Senate Bill 19, which would allow URS members who must relocate because of military permanent change of station orders to claim employer contributions before the normal vesting period and would exempt certain full‑time Utah National Guard generals from employer vesting rules, won a unanimous favorable recommendation from the committee.
Sponsor Sen. Baldry told committee members that the bill “addresses a big need for our military families,” citing statistics on frequent moves and the career disruption spouses face. He said Utah has been recognized for earlier licensure reciprocity work and argued the new measure will extend the state’s support for military families by preventing them from losing employer retirement contributions when a service member is ordered away before the usual four‑year vesting period.
Baldry also explained the bill includes a separate provision that would make the adjutant general and other Utah National Guard generals in full‑time state billets eligible for an alternative retirement treatment because those positions typically last only a short time and incumbents therefore do not vest under current rules. “This change will prevent them from losing their employer contributions when they have to leave their positions,” Baldry said.
Committee members asked clarifying questions about scope. Representative Peterson confirmed the change applies only to the Utah Retirement System; Baldry and staff said it applies to the entire URS. No committee member raised a substantive objection during discussion.
Representative Angela Romero moved to give SB 19 a favorable recommendation; the motion passed by voice vote and was recorded as unanimous.
Next steps: SB 19 will move from committee to the House floor with a favorable recommendation.
