“Changefinder software... allows for the assessor to see the changes from the 1 assessment to another. And it's user friendly,” Kim said. She added the county receives a list of changes when images from different years are compared.
Kim and the assessor’s office said the tool helps capture structures and features missed in the field, particularly where property owners did not obtain building permits. Kim said the county has used ChangeFinder several times previously when flying imagery and that it helps the assessor clean up records and identify unpermitted structures.
A commissioner moved to award the contract; a second was recorded and the commission approved the award by unanimous voice vote. No additional funding increase was presented during the discussion.
