Mann described prior year accommodations (temporary county or DHS back‑fills) and said the local office has exhausted one‑time remedies. He said the federal reimbursement rate will cover a substantial share of costs (he estimated the federal government would reimburse roughly 66% once DHS bills for federal funds) but that DHS or the state must provide the full allocation now.
