Lyon County trustees approve instructional material, select Trane as ESCO and pass multiple HR policy updates

The Lyon County School District Board of Trustees approved a set of actions affecting curriculum, energy services and multiple personnel policies during a meeting that included both first- and second-reading votes.

Instructional materials: The board approved adoption of Goodheart-Willcox health instructional materials for middle and high school health classes. Trustee Kirsty Peterson moved to adopt the materials; Trustee Farr seconded and the motion carried by recorded aye votes.

Energy services company (ESCO): The board approved naming Trane as the district’s Energy Services Company (ESCO) following a request-for-qualifications process. Staff said Trane was the sole responsive proposer to the December–January RFQ and that the company offered no-cost preliminary audits and local service capacity. Executive Director of Operations Harmon Baines said the RFQ did not indicate dissatisfaction with Trane’s prior work and that Trane provided industry-standard warranty terms: “Trane in the past has, and will continue to provide a industry standard 1 year labor warranty along with a 2 year parts warranty.” Trustee Rusty Bull moved to approve Trane as the district ESCO; Trustee Whistler seconded. The motion passed 7–0.

Human-resources and administrative policies: The board also approved a slate of policy revisions (most as first readings) intended to update language, align with collective-bargaining agreements and reflect recent law. Executive Director of Human Resources Billie Jo Hogan said many edits were recommended by the district’s insurance pool and legal reviewers to reduce risk and improve clarity.

Notable votes included approvals (most 7–0) on the following first-reading policy updates: GC (appointment of nonlicensed personnel), GCA (casual/temporary/seasonal employment), GCAA (transfers/reassignments/promotions for nonlicensed personnel; vote recorded 6–0 with one abstention), GCAB (resignation policy), GCB (introductory period for nonlicensed employees), GCBA (performance evaluations for nonlicensed personnel), GCC (work time), GCCA (time reporting), GCCB (overtime), and GCCC (pay periods and pay days). The board approved deletion of policy GDE, the retirement incentive plan, on a 5–2 vote; Trustees Carson and Whistler voted no. Later, a group of policies carried forward to a second-and-final-reading bundle also passed unanimously.

What trustees asked staff to clarify: trustees frequently asked for clearer back-up materials, per-school price breakdowns (for construction work), and better written policy language for public review. Several trustees also requested that lengthy or high-effort data requests be scoped with staff so the district can meet delivery timelines without undue resource strain. The board set a state-of-the-district presentation for its February meeting and agreed to schedule a workshop to help set the district performance plan goals due April 15.
