The Onalaska Plan Commission voted unanimously Jan. 28 to rezone a parcel on Crestwood Court from medium-density R3 to low-density R1 to allow subdivision into two single-family home lots.
The parcel (tax parcel ID 18-65590) is owned by Manzola Construction and Consulting LLC on behalf of Logistics Development Group LLP. City staff described prior approvals in 2021 that permitted R3 density; subsequent engineering constraints including slope, retaining-wall needs and grading led the applicant to seek R1 to permit two single-family dwellings. Katie Aspinson, city staff, summarized the project's history and said staff proposed ten conditions of approval.
Tom Smith moved to approve the rezoning; Mike Milkey seconded. Commissioners asked clarifying questions about a water booster station referenced in the original plat conditions; staff said the booster was installed years earlier, is city-owned and maintained, and that the project's approval would be independent of those previously met plat conditions. Chair Kim Smith called for a voice vote; the motion passed unanimously.
The commission noted forthcoming applications are required to amend the Crestwood Estates PUD and file a certified survey map to create the two lots and an outlot. City staff will track the ten conditions attached to this approval.
