City planning staff told the Committee of the Whole that Fleetwood Development submitted a plan to redevelop the intersection of Hartman Run and Earl Cole Roads, proposing a roughly 2,000‑square‑foot building on a newly subdivided parcel for a medical cannabis dispensary.
The planner said the existing lot was divided into two parcels by a minor subdivision unanimously approved by the Planning Commission in December 2024. The newly formed parcel is approximately 2.3 acres; its upper portion is currently zoned R‑1A (single‑family residential) because of topography and the lower portion is zoned B‑2 (service business). The developer’s request is to rezone the entire parcel to B‑2.
Planning staff reported the Planning Commission unanimously found the rezoning consistent with the city’s comprehensive plan and forwarded a recommendation for council approval. The city planner asked that council move the ordinance to the agenda for formal consideration and readings; no formal reading or council vote occurred at the Committee of the Whole.
The presentation noted the developer obtained site plan approval and variance relief from the Board of Zoning Appeals as part of the review process; the planner said the subdivision is in the process of being recorded with the county.
