JD King, Page County Engineering, told the board crews are continuing weather-dependent operations, focusing on potholes, watch boards around intersections and bridge approaches. “The Shenandoah Hills wind project has all roads designated,” King said. “We have a video survey of that as a baseline.” King described the survey as nearly complete and said the county will likely run another iteration before wind-project work begins to document pre-construction conditions.
King also updated the board on a bridge project north of Essex, reporting crews poured concrete in the north abutment and were scheduled to place concrete in the south pier cap the following day; work on the north pier was proceeding through shale down to hard rock.
On the j64 guardrail project, King said the county received three bids ranging from roughly $135,000 to $172,000. The low bid, $135,172, came from Dave Gripp Construction of Williamsburg, Iowa. A motion to award the contract to Dave Gripp Construction was made and seconded; the board voted unanimously to approve the award.
The board then approved Resolution 10, 2025, which delegates digital signing authority for the contract to comply with DOT’s paperless procedures. County officials described the resolution as routine and said a copy had been provided to the county auditor.
The board also heard routine equipment and maintenance updates from King, including service work on a sheriff’s pickup and landfill machine and shoulder-rock hauling to a stockpile on M-48.
Board members did not request further delay on the contract award or the resolution and moved to the next agenda items after approval.
