CPUC details BEAD subgrant requirements on Buy America, low‑cost plans, environmental and labor reporting

The California Public Utilities Commission and a consulting partner presented a run‑through of programmatic requirements for BEAD subgrants during a public webinar. Jonathan Lachertz, manager at the California Public Utilities Commission, introduced the session and Ziggy Rivkin Fish of CTC Technology and Energy led the substantive presentation on procurement, service offerings, permitting and reporting requirements.

Why it matters: The rules discussed shape what applicants must certify in BEAD subgrant applications and what awarded subgrantees must deliver and report to the CPUC and the National Telecommunications and Information Administration (NTIA). They affect procurement choices, service pricing for low‑income and general customers, environmental clearances, labor plans and ongoing federal reporting obligations.

CTC’s Ziggy Rivkin Fish said Build America, Buy America (BABA) "act as a procurement, framework for materials, for infrastructure projects that are funded by federal funds." He explained BEAD‑funded projects must comply with BABA and that NTIA has issued limited waivers for items where domestic sourcing is impractical, such as some fiber‑optic connectors, certain electronics and semiconductor inputs. Applicants will certify intent to comply with BABA in the application and, if awarded, submit supplier self‑certification letters for procurements during reporting.
