What the agreement does: Public works staff explained the county maintains master plans for potable water, reclaimed water and sanitary sewer. Developers may prepay facility investment fees to upsize and install mains that serve broader master-plan needs. The county then reimburses the developer for the portion of the constructed facilities that exceeds the developer’s immediate need so future connecting developments are not forced to build duplicate lines. Public works described the approach as a way to reduce long-term maintenance costs and ensure appropriately sized infrastructure for planned growth.
Why it matters: The county said the FIF framework reduces the risk that multiple smaller lines will be installed piecemeal, creates a single master-plan-sized main, and allows future developers to connect and reimburse the county for their share.
