Belvoir Ranch trails near completion; ribbon cutting expected spring 2025, restroom delivery delayed

A restroom unit for the trailhead is on order but currently backordered with an estimated delivery in August 2025, and staff said they would explore using a portable restroom temporarily to achieve an earlier opening.
Council members asked who will manage ongoing maintenance — trash pickup, restroom cleaning and trail upkeep — after initial construction. Staff said the building contractor will handle maintenance for the first two years, after which the city will decide whether maintenance responsibilities fall to Parks & Recreation, public works, a concessions partner or a state parks partnership. Commissioners suggested exploring MOUs with state parks or volunteer trail groups to offset ongoing costs.
Council members also raised winter‑use possibilities (cross‑country skiing, snowshoeing and other recreation) and environmental considerations: staff warned that access during the winter in proximity to wind turbines may raise safety concerns (icing can make turbine blades a hazard) and said some winter closures might be necessary. A councilor suggested exploring volunteer grooming groups and seasonal programming to expand year‑round use where safe and appropriate.
The council agreed the trail goal can be closed out as substantially achieved pending restroom installation and final punch list work; staff will return with a plan for maintenance responsibilities and interim restroom solutions.
