Lawmakers hear competing testimony on wind development’s effects on wildlife, agriculture in Mississippi

At a joint hearing of the Mississippi Senate Energy and the Wildlife, Fisheries and Parks committees, conservation groups, wind developers and agricultural aviation representatives gave competing testimony about the local impacts of expanding wind energy in the Delta region.
Ducks Unlimited and other conservation witnesses urged more region-specific research and use of habitat offsets to limit harm to migratory birds, especially waterfowl, while developers described multi‑year preconstruction studies, coordination with federal and state agencies and economic benefits to rural counties. Agricultural aviation operators said turbines pose new safety and cost challenges for crop-spraying operations and raised groundwater and cleanup concerns.
The discussion matters because Mississippi’s Delta hosts intensive agricultural production and important waterfowl habitat, and the state is seeing new wind projects and lease activity on private land. Lawmakers and witnesses repeatedly referenced coordination with the U.S. Fish and Wildlife Service and the Mississippi Department of Wildlife, Fisheries and Parks as part of siting and monitoring efforts.
Ed Penney, director of public policy for Ducks Unlimited’s southern region and a waterfowl ecologist, told the committee that Ducks Unlimited supports a “science‑based and inclusive approach to wind energy development.” He said the organization has conserved about 360,000 acres in the state and represents sportsmen and women who depend on wetlands. “I want to make this very clear, more research is needed for the lower Mississippi Valley including Arkansas, Louisiana, Mississippi,” Penney said, adding that construction can cause disturbance and that post‑construction displacement of waterfowl is the “most common impact for both onshore and offshore wind development.”
Penney pointed to published studies he said show reduced breeding densities near wind facilities in some prairie regions and cited one coastal Texas study he summarized as finding a 70 percent decline in redhead abundance there; he emphasized those findings do not translate directly to Mississippi and said more local study is needed. He recommended avoiding and minimizing impacts first and then offsetting unavoidable impacts through additional habitat investment and existing conservation mechanisms. “We need a large scale study to look at potential impacts,” Penney said.
Industry witnesses said the sector already follows established guidance and conducts multi‑year studies. Stu Webster, senior director of permanent environmental policy for Triple O Power, described the 2012 U.S. Fish and Wildlife Service Wind Energy Guidelines and said the “weight of evidence indicates negligible effects on waterfowl by wind energy either directly by collision or indirectly by avoidance or displacement behavior.” Webster emphasized early communication between developers and wildlife agencies and said studies and mitigation are tailored to regional questions.
Rort Peterson, senior director of project development at Steelhead Americas (the North American development arm of Vestas), described the Delta Wind Project, which he said began operation in 2024. Peterson said his team performed two years of avian and eagle use surveys, two years of raptor nest surveys, one year of bat acoustical activity surveys, a full season of bat summer presence‑absence surveys, wetland and cultural resources surveys and a Phase I environmental site assessment; he said neither the U.S. Fish and Wildlife Service nor the Mississippi Department of Wildlife, Fisheries and Parks “identified significant wildlife concerns” for that project. “A bird and bat conservation strategy was developed in collaboration with these agencies,” Peterson said.
Industry witnesses also described aviation and airspace reviews: Webster and Peterson noted projects coordinate with the Federal Aviation Administration and Department of Defense for turbines taller than 200 feet and that some companies voluntarily report meteorological tower locations to the FAA and to the Mississippi Agricultural Aviation Association.
Agricultural aviation operators told lawmakers turbines change field access patterns and could increase costs. Glenn Holloway, a member of the Mississippi Agricultural Aviation Association, said GPS‑guided applications require precise flight lines and that turbines force pilots to change routes and “go around” obstacles, which raises per‑hour costs that ultimately are passed to growers. Holloway also raised groundwater and cleanup concerns, saying his county’s water table is shallow and recounting an anecdote about debris disposal after a turbine fire elsewhere: “I know the one thing that they’re battling right now is cross pollination of seed corn,” he said, arguing that seed rice production common in parts of the Delta could be vulnerable.
Lawmakers asked about policy options. Several senators referenced pending legislation in the Energy Committee that would establish a study committee and a moratorium; Penney said he would not explicitly endorse a moratorium but stressed that “to do real science, that does take time.” Peterson asked the legislature not to impose a moratorium, saying it could stall projects already in development and delay local economic benefits.

Witnesses urged further coordination among developers, the U.S. Fish and Wildlife Service and the Mississippi Department of Wildlife, Fisheries and Parks, and some called for a regional study to fill data gaps specific to the lower Mississippi Valley.
Looking ahead, conservation representatives recommended prioritizing avoidance and minimization of impacts and using habitat conservation to offset any unavoidable losses. Industry representatives said voluntary adherence to federal guidance, pre‑ and post‑construction monitoring and early stakeholder engagement are practical tools to resolve regional questions; agricultural aviation representatives asked for explicit study of operational safety, spray drift, cross‑pollination risk for seed crops and groundwater effects.
