Troop 303 completes Eagle Scout project adding dugout roofs and field markers at Cecil Park

Bowen Plaguy, a life scout with Troop 303, presented his Eagle Scout project to the advisory board after completing roof installations for dugouts at Cecil Park junior field.
Plaguy said the dugout roofs address player safety and equipment protection from foul balls and storms. He described the construction approach: installing galvanized steel poles to create pitch, attaching rafters and wood sheathing, and applying shingles. He noted a Boy Scouts of America safety requirement that prevented scouts from working more than four feet above ground, which required the team to build custom scaffolding and pitch supports to comply with the rule while completing the roofing work.
Plaguy also installed outfield distance markers painted navy and white; center field includes “303,” his troop number. He publicly thanked donors Lowe’s, J.F. Taylor Inc., Dean Lumber & Supply and Thomas Fence, and thanked the volunteer parents and teammates who assisted.
Department staff presented certificates of appreciation to scouts and volunteers and described the project as timely and well executed: staff said the work took a few weekends and provided needed shelter for players.
The project was framed as a community partnership that improved a frequently used field and created additional rental or spectator amenity value.
