Suber told the committee the bill "allow[s] the people to tag side besides" and that registration would be largely identical to motorcycle registration except for a $5 fee directed to counties for high‑road maintenance. He said the vehicles must meet common vehicle-equipment requirements — headlights, taillights and turn signals — and that a title would be required to obtain registration. He emphasized the bill does not permit travel on highways and that operators may cross higher‑speed roads only by coming to a complete stop and crossing at a 90‑degree angle.
Committee members asked for textual clarifications. One committee member noted the bill was considered in this committee over the past two years but had not been brought to the full Senate floor for a vote; Suber said he did not believe it had received a floor vote previously. Suber said manufacturers (Can Am, Polaris and Honda were mentioned) offer conversion kits for turn signals and that kits are modest in cost.
