Orange County School Board reviews professional learning communities; no action taken

ORANGE COUNTY, Fla. — The Orange County School Board held a work session Jan. 28 to clarify the district's approach to professional learning communities (PLCs) and to outline steps for expanding the model across schools. No formal action was taken and the session did not include public comment.

The district’s deputy superintendent, Dr. Mike Armbruster, led a presentation explaining PLCs as a schoolwide operating model built on three big ideas (a focus on learning, a collaborative culture and a results orientation) and four critical questions about what students should learn, how staff know they are learning it, how to respond when they do not learn, and how to extend learning for students who already have mastery. “The PLC process is not a program. It cannot be purchased nor can it be implemented by anyone other than the staff themselves,” Armbruster said.

Board members and district leaders said the objective is to reduce confusion caused by varied uses of the PLC label, align practice across schools, and preserve teacher autonomy while encouraging peer collaboration. Superintendent Johanna Vasquez told the board the effort is intended to “get the messaging down to the classroom level” and to “respect [teachers] as professionals.”
