Staff updates board on capital projects and trail planning; tennis court and parking projects draw commissioner scrutiny

Recreation and Parks staff used the Feb. 1 meeting to brief board members on multiple capital projects and proposed capital improvement program (CIP) items.
Key updates included a planned interior demolition and renovation of the Wicomico Shores Golf Course clubhouse (construction expected to begin in late February or early March, pending financing and commissioners' contract approval); HVAC and shower additions at Leonard Hall Recreation Center to be completed by spring; and a two‑mile, 10‑foot‑wide paved Phase 2 extension of the 3 Notch Trail in the Charlotte Hall area expected to go to bid soon after State Highway Administration approval.
Staff described the 3 Notch Trail phasing and funding: the department is pursuing a combination of county, state and federal funds and anticipates applying for larger federal transportation grants in coming cycles to complete additional segments. Staff said roughly three miles will be in place in the Charlotte Hall/Newmarket area upon completion of the current phase.
On tennis-court improvements, staff presented an FY08 proposal that would allocate $235,000, of which $150,000 is proposed to build two new courts at Cecil Park in Valley Lee to create a four‑court complex for tournament play; the United States Tennis Association grant program could provide supplemental funding but one commissioner expressed concern about the larger FY08 request compared with prior years' incremental resurfacing plans.
Other CIP items discussed included restroom and basketball court construction and parking expansion at 7th District Park, public landing projects (including pier replacements and bulkhead work with Army Corps permitting), Chancellors Run field lighting proposals (to expand hours and support growing lacrosse and soccer use — leagues would pay lighting costs), park roads/parking asphalt programs, and a proposed indoor aquatics facility in the northern county in later years. Staff noted some projects were in the concept or design phase while others depended on grants, approvals or coordination with developers.
Staff said detailed CIP sheets showing fiscal-year breakdowns, funding sources and project scopes would be available; board members were invited to provide input before commissioners finalize the budget in May.
