The Colorado House of Representatives on Jan. 27 adopted House Joint Resolution 1007 to designate stretches of Interstate 25 as the Firefighters Memorial Highway in memory of Chief Troy Jackson.
Representative Clifford moved adoption and described Jackson’s career with South Metro Fire Rescue and his research participation after a diagnosis of adenoid cystic carcinoma. "Troy was the kind of superhero that made even his health woes save others," Representative Clifford said, and thanked Jackson’s family for attending the session.
The resolution, introduced as House Joint Resolution 1007 by Representative Clifford with Senators Bridges and Carson named as co-sponsors in the title, covers southbound I‑25 at mile marker 199.4 and northbound I‑25 at mile marker 194.8. The clerk opened the voting machine; Representative Morrow was recorded voting yes. The clerk later announced the measure passed with 62 yes votes and three members excused.
Representative Clifford framed the measure as honoring "a Colorado hero," noting Jackson’s rise from firefighter to Assistant Chief of Operations, his education, and his participation in clinical trials that highlighted links between firefighting exposures and certain cancers. The resolution does not create funding obligations; it designates the named highway segments and serves as a memorial.
The House paused briefly after the vote for representatives and guests to greet the family and supporters on the floor. No further committee or implementation directions were recorded during the floor consideration of the resolution.
