City Engineer Jason Anderson told the council the existing apron and taxi-lane pavement is more than 30 years old and needs replacement. He described areas eligible for federal and state funding and said the city is proposing to reduce pavement area and eliminate three of six tie-downs to shrink the work area. The project was included in the city's CIP with a $750,000 construction estimate; Jason gave an estimated funding participation of $135,000 federal, $427,500 state, and $187,500 local costs. He said the $70,500 engineering services agreement would need to be paid locally until the project is bid and grant reimbursements are available.
Council members discussed timing and funding. Pam (described in the record as "Pam with Varsity Attorney") noted a judge recently issued a temporary restraining order related to the freezing of federal funds, and the council heard that the legal process had not reached a final determination. Finance staff (EJ) said the city could temporarily fund design costs from general fund reserves or fund balance and seek reimbursement via future bonds or grant proceeds.
Council member Craig moved to approve the project and professional services agreement with TKDA; the motion was seconded by John and passed. Some council members said they were hesitant about moving ahead immediately because of budgetary uncertainty, but the motion carried.
