Lycoming County board cancels voter registration listed at Staples address, refers matter to district attorney

Lycoming County's Board of Elections voted Jan. 21 to cancel a voter registration that listed a Staples store address and to forward the case to the district attorney for further review.
Elections staff told the board the registration in question listed 1915 East Third Street with a box number; county GIS and a Staples website printout showed that address is a Staples retail/mailbox location, not a residence. Staff said the county mailed a notice and petition to the registrant on Oct. 22, 2024, sent a follow-up in November when the challenge was filed, and mailed a final notice in December; the registrant did not respond.
“Staples does not have a residence or property caretaker at that location,” elections staff said during the hearing, and noted the office had no communication from the registrant after multiple attempts. Staff recommended the board direct cancellation of the voter record under the election code and said the county will notify the registrant and provide a voter registration form so the person can re‑register with a residential address if appropriate.
Board members voted to accept the petition and exhibits into the record and to cancel the registration. Elections staff said the county will forward the full file to the district attorney for possible election‑code violations.
Charlie Hall, borough manager for Muncie Borough, addressed the board during public comment and urged consolidation of two Muncie precincts (a separate agenda item) to reduce voter confusion; his remarks were heard earlier in the meeting and were not part of the cancellation decision.
Elections staff said the county will also change its voter‑registration system to prevent the Staples address from being used again as a residential address when future registrations are submitted, and will notify affected jurisdictions if the registrant ultimately re‑registers in a different county.
The board recorded the petition, its exhibits and the cancellation order in the hearing record; staff said the registrant will receive written notice of the cancellation and an opportunity to re‑register.
