Lycoming County commissioners ratify $1.38 million invoice, approve hires, contracts and CT-room change orders

The Lycoming County Board of Commissioners on Jan. 30 voted to ratify a county invoice of $1,382,116.64, approve a slate of conditional hires, authorize an emergency renewal for fire-extinguisher maintenance, apply for a Range Resources safety-equipment grant and accept multiple construction change orders for a new CT scan room.
The invoices presented for ratification total $1,382,116.64 and are to be paid Jan. 29, 2025; the presenter reported 58.3% is charged to the general fund, 16.9% to grants, 20% to RMS and 4.55% to escrow. The board moved, seconded and voted to approve the payment.
The board approved several conditional offers of employment, each subject to background checks and other employment conditions. Appointments announced included Christina Travis as a full-time domestic relations officer at $42,653.33 per year with an anticipated start date of March 3, 2025; two telecommunicator 1 trainees (Andrew McCusker and Bridal Jones) at $18.72 per hour with anticipated start dates of Feb. 18, 2025; and several other hires in the sheriff's office, district attorney's office and court administrative offices with start dates in February 2025. The personnel slate was moved, seconded and approved.
On contracts, the board approved an emergency agreement renewal for private fire-protection services to continue fire-extinguisher maintenance (agenda item 5.1). They also unanimously approved a resolution to pursue a Range Resources grant of up to $10,000 to buy safety and tactical equipment for detectives. The county pledged $1,080.84 from its equipment fund as a local match to make the application more competitive. The presenter said the department requested additional handheld digital scene cameras (distinct from body-worn cameras) and additional spike strips; the presenter said some equipment had been purchased last year and the department still seeks additional pieces this year.
The board accepted a series of alternate-pricing change orders and contract adjustments to complete a CT scan room at the county building. Vendors named in the meeting record for alternate/allowance pricing included Wiresport Electric, Icon Fire, Dixon AC, Silvertip Incorporated and KeyStruck Construction. Commissioners asked for and received a construction update: trenching and drain-line installation were under way, footings were scheduled to be dug and steel delivery was expected within roughly two weeks. Staff said the project remains on track for substantial completion and move-in around September.
The board also voted to add and approve agenda item 5.8: renewal of a solicitor agreement described in the record as with "David Wilkins Squire" for duties covering criminal, workers, civil and voluntary courts. The item was moved, seconded and approved.
