Select Board approves sewer easement and three utility licenses, including National Grid installations

At its Jan. 29 meeting the Select Board approved acceptance of a sewer easement on Jones Street and granted temporary licenses for National Grid to install equipment at 16 Broad Street and underground distribution in Waite Drive/Amelia Drive to serve a seasonal workforce housing project.
The Nantucket Select Board on Jan. 29 approved three real-estate and utility matters: acceptance of a construction-and-permanent easement for sewer work on Jones Street, a temporary license allowing National Grid to install a three-phase switchgear module at 16 Broad Street pending a permanent easement at Town Meeting, and a license to install underground electric distribution in portions of Waite Drive and 7 Amelia Drive to serve the 19 Waite Drive seasonal workforce housing dormitory project.
Real estate specialist Tracy McDonald said the sewer easement on Jones Street is part of the Sewer Department’s CMOM gravity-sewer project in the Sconset area; she said the town had met with homeowners at 1820 Center Street and reached agreement on the easement form reviewed by town counsel. The board voted to accept and execute the grant of easement; roll call vote recorded the measure as unanimous.
For the 16 Broad Street request, McDonald said the license allows National Grid to install a three-phase switchgear module and an associated concrete-encased conduit on Broad Street as shown in the sketch plan; the matter will be the subject of a warrant article at annual town meeting for permanent easement approval. Town counsel approved the license form, and the board granted the license pending Town Meeting approval.
On Waite Drive/Amelia Drive, town staff recommended execution of a license in favor of National Grid for underground electric distribution that benefits the 19 Waite Drive seasonal workforce housing project. Town staff confirmed the new installation ties into the existing feed on Tacoma Way and that the installed three-phase service on Amelia Drive is intended to serve the new proposed dormitory. Board members asked whether the new service has capacity to feed additional lots along Waite Drive; National Grid representative Jose Vasquez said the feed for Waite Drive is supplied from Tacoma Way and the permit for this project provides a three-phase service just to the proposed building.
Motions and votes: Each of the three items was approved by voice/roll-call and recorded as unanimous by the Select Board.
Why it matters: The approvals clear the way for required utility work to serve municipal and seasonal workforce housing projects and for sewer project construction in a narrow pedestrian way. The 16 Broad Street license also advances an electrical upgrade that requires final permanent easement approval at Town Meeting.
Next steps: The permanent easement for 16 Broad Street will be brought to annual town meeting as a warrant article; staff will proceed with recording the sewer easement as required and will finalize National Grid’s installation permits and coordination with the utility.
