The Nantucket Select Board voted Jan. 29 to select Waste Options Nantucket as the town’s preferred operator for the municipal solid-waste facility and to authorize the town manager to complete negotiations on a Waste Services Agreement (WSA) and an asset purchase and sale agreement (APSA). Board members said the action is an award of the RFP response and that final contract documents will be presented to the board for public review before execution.
Town consultant George Aronson told the board the evaluation committee reviewed technical and price proposals and the town’s draft contract language and concluded Waste Options’ submission met the RFP requirements. Aronson said the town had engaged in follow-up discussions, reviewed the price proposal and negotiated an asset-purchase agreement draft but that a few outstanding items remain. “At this point, what we'd like to do is recommend that the town go ahead and make the award to Waste Options,” Aronson said, adding that the firm is the only proposer but that the evaluation committee had confidence the team could reach final agreement on contract terms.
Town Manager Libby also described the next steps: the town will complete negotiations on the WSA and APSA and circulate the completed agreements in the Select Board packet for public review and comment before returning for a subsequent adoption vote. Libby said the aim is to increase transparency and to ensure the agreed payments track a defined scope of services.
Key details disclosed at the meeting: the town’s current waste-services agreement with Waste Options Nantucket expires Nov. 30, 2025; the RFP was issued in June 2024 and one proposal was received. An evaluation committee that included the finance director, the town’s solid-waste manager, a capital program committee representative and a consultant reviewed the submissions and price proposals.
Motion and vote: The Select Board voted to adopt the Evaluation Committee’s determination that the proposal meets the RFP requirements, select Waste Options Nantucket as the preferred proposer, and delegate authority to the town manager to complete negotiations for the WSA and APSA and related exhibits for future board consideration. The motion passed on a roll-call vote recorded as unanimous.
Why it matters: Selecting an operator will determine staffing, operations and capital terms for the town’s solid-waste facility. Board members said the agreement aims to create clearer performance metrics and a contract baseline that can adapt to changing costs, technology and regulations.
