City manager updates: road paving notices, Lafayette Park power and billboard removal

City Manager Zelnick updated council on several administrative items including road paving notices, Lafayette Park planning and a billboard removal issue.
Zelnick said the city has formally announced the 2025 road paving projects and mailed letters to residents in Eagle Heights, Martindale and the 11 Mile area; a public informational meeting about the paving is scheduled for Feb. 6. The manager said the boardwalk project continues with footing installation and that crews paused briefly for extreme cold.
On Lafayette Park, Zelnick said staff, engineers, the parks and recreation commission and the DDA are working together to phase the park’s development; the city will present selected phases to council at a future meeting. He said the park design includes electrical service for lighting, EV chargers and extra amperage to support food trucks.
Regarding the billboard in Macquarie Park, Zelnick said the billboard company, not the city, is responsible for removal; the city attorney will send a letter requesting a removal timeline. Zelnick also noted the 2025–26 budget process is moving forward and he will request council dates for budget meetings in March and a budget workshop.
