The petitioner indicated the structure is not ADA accessible in its current configuration but said it may be feasible to make the basement unit ADA‑accessible and that a modest exterior ramp for a first‑floor entrance would be possible.
Staff confirmed the property lies within the Crosswinds NEZ and recommended approval. Council moved to send the item to formal session with a recommendation to approve; the clerk recorded no objections and the action was taken.
The committee asked the petitioner to work with the building department on accessibility details and parking plans before formal action.
